Abstract:	Does limited access to formal savings services impede business growth in poor countries? To shed light on this question, we randomized access to noninterest-bearing bank accounts among two types of self-employed individuals in rural Kenya: market vendors (who are mostly women) and men working as bicycle taxi drivers. Despite large withdrawal fees, a substantial share of market women used the accounts, were able to save more, and increased their productive investment and private expenditures. We see no impact for bicycle taxi drivers. These results imply significant barriers to savings and investment for market women in our study context.

Data Collector:	K-Rep Development Agency, Bumala Financial Services Association
Sampling Procedure:	392 individuals were selected in and around Bumala Town among market vendors and bicycle taxi drivers if they did not have an already existing savings accound (either with Bumala FSA or some other formal bank). The sample consisted of 262 female vendors, 34 male vendors, and 92 male bicycle taxi drivers. These individuals were then randomly divided into treatment and control groups stratified by gender and occupation. The treatment group was offered the option to open an account with Bumala FSA at ho cost to themselves and with an automatic deposit of the minimum balance of Ksh100, which they were not allowed to withdraw. The control group was not given any assistance opening the bank account (meaning that they had to pay the account opening fee as well as the minimum balance).
