| T704 gives the Level in the Urban Hierarchy (LUH) of the main city of each city system; 1=Apex Metropolis (Tokyo), 4=Regional Cities, 5=Greater Cities. For Greater City Systems that are split between two Regional City Systems, JANUS=1 flags the larger GCS polygon and JANUS=2 flags the smaller GCS polygon. Hokkaido is excluded. |
